April 2007.

The Third meeting of Council for Sustainable Development of RK was carried out in Astana 13 April, 2007. The main object of Meeting was discussion and development of target parameters of transition to SD. At the third Meeting NESDCA was presented the publication Concept of the Transition of the Republic of Kazakhstan to the Sustainable Development for the Period 2007 − 2024 and Action Plan for 2007-2009 on the implementation of transition of the Republic of Kazakhstan to sustainable development for 2007-2024 in Kazakh, Russian and English languages. In the work of Meeting took part 70 participants, including members of Council, and invited from Prime Minister Office, state bodies, various Ministers, state institutions, international organizations, NGO etc. A training of Senior Officials on Environmental Indicators for SD will be organized to sensitize the Government officials, business and the civil society, for monitoring and supporting the implementation the process of SD in Kazakhstan. SD is balanced and economical development in accordance with the requirements of environment for achievement sustainable economic growth and life improvement of all citizens. Concept of transition of the Republic of Kazakhstan to SD determines vision, aims and priorities of state policy of the Republic of Kazakhstan in the sphere of providing countrys SD. Its realization allows the balanced development of political, economical, ecological and social institutions, and ensures a high standard of life for present and future generations of Kazakhstan people.

December 2006

December 14, 2006. The ministry of environmental protection together with UNDP, Academy of State management at the President of RK and NESDCA carried out the seminar - meeting on realization of the Conception of Transition of the Republic of Kazakhstan to sustainable development for 2006 -2024 years. The representatives of Government, ministries, departments and institutes of RK, international, public and scientific organizations, representatives of business etc. were participated in the work of seminar. NESDCA on the seminar presented the brochure, prepared by results of the project, "Priorities of the Conception of Transition of the Republic of Kazakhstan to sustainable development" and short film "Process of sustainable development in the Republic of Kazakhstan".

September 2006

18-24 September in Shanghai (Chin) was held III Asia Pacific Leadership Programme on Environment for Sustainable Development. The Leadership Programme spent Institute of ecology and sustainable development at Tongji University by support of the United Nations Environmental Program. 25 participants from 15 countries of Asia-Pacific region were participated in the Programme. The leading scientists took part in job of the Leadership Programme in the field of sustainable development from Institute of Ecology and Sustainable Development (Tongji), Yale University, Asian Institute of Technology, Griffith University (Australia) etc. The program of a training included consideration of all three blocks of sustainable development: ecology, economy and social sphere. Model of sustainable development of industrial Wuxi city also was is designed, from the point of view ecological factor; also there was an attempt of account of an ecological footprint. The NESDCA was represented by Zhumabekova S.

August 2006.

August 4, 2006. NESDCA together with Ministry of Environment Protection of RK and Institute of Economics of the Ministry of Education and Science of RK carried out the working seminar on a theme "Economic mechanisms of sustainable development of the Republic of Kazakhstan". The purpose of the seminar was discussion and development of the offers on the economic block of the project of the Concept of transition R to sustainable development. On the seminar the following reports were submitted: "Process of development of the SD Concept in : progress and prospects", "Economic mechanisms of maintenance of sustainability of national economy", "Factors of maintenance of sustainability at a regional level", "Account of long-term objectives in the project of the Concept of SD RK", "Indicators of sustainable development in the project of the Concept of SD RK", "Sustainable development of energy sector - major direction of achievement of stability of national economy" etc. On the seminar have taken part the Minister of environment protection Mr. Iskakov N.A., representatives of the Ministries and departments including Kazakhstan scientists - economists and experts in the field of sustainable development. The work of the seminar was informed by MASS-MEDIA TRC "Khabar", "Kazakhstan", "Panorama", "Kazinform".

July 8, 2005 The Network of the Experts of Sustainable Development of Central Asia (Kazakhstan) together with The Institute of Economics of Ministry of education and science of the Republic of Kazakhstan and Russian Centre "Eco-accord" has lead the International seminar on a theme: "Use of potential of international trade for sustainable development of agriculture". The representatives of the World Bank, UNDP, USAID, Ministry of industry and trade of RK, Ministry of agriculture of RK, Ministry of education and Science of RK, International Institute of sustainable development (Switzerland), National Academy of sciences of RK, conducting research institutes and public organizations took part in work of the International seminar. At a seminar informing a public on course of negotiation process Kazakhstans accession to WTO, acquaintance with the international experience of the decision of agrarian sector problems in conditions of connection to WTO was held. At this seminar the following reports were discussed: "Negotiation process about the Kazakhstans accession to WTO: progress and prospects", "National report "Agriculture, WTO and sustainable development": the basic purposes and tasks", "Condition of agricultural sector in conditions of integration in world trade system", "National politics on a mitigation of consequences of liberalization of trade for an agriculture", "Potential for sustainable development of an agriculture". On results of seminar the recommendations to Government of RK on its use in negotiation process were accepted. The work of the seminar was informed by MASS-MEDIA TRC "Khabar", KTK, "Kazakhstan - 1", "Rahat", "31 channels".

September 2004

On 11.09.2004 in Institute of Economics of the Ministry of Education and Science of RK, in the hall of council young scientists the fifth session of Working Group on Kazakhstan Agenda for the XXI century was held. At session the course of preparation of the Concept of SD of RK was discussed. The formulations of the purposes and priorities of the Concept of SD of RK also were discussed. The members of Working Group and experts took part in work session. The members of Working Group have presented the following sections:

  • perfection of nature users mechanisms;

  • introduction of sustainable technologies;

  • development of a civil society;

  • resources and sources of financing of the Program of SD.

    On results of session the decision was accepted to finish the sections of the offered structure.

    On 26.08.2004 in Astana city in the Ministry of Environmental Protection of the Republic of Kazakhstan the Round Table on a theme "Kazakhstan Agenda for the XXI century: the purposes and principles of development" was held. The purpose of the Round Table is informing and advising of public about a process of Kazakhstan Agenda for the XXI century preparation according to the obligations of the WSSD and within the framework of the 1-st session of CSD of the RK preparation. The Round Table passed under presidency of the Vice-minister of MEP Mr. Nurlan Iskakov A., the Chairman of Working Group on Development Kazakhstan Agenda. The representatives of Parliament, Administration of the President of the RK, Ministries and departments, international experts - Mr. Perelet ..(Russia), Ms. Shtreimkiene D. (Lithuania); NGO`s and business took part in the work of the Round Table.

    The following reports were heard:

    • Activity of the RK at the international level and institutional structures on transition to SD;

    • Experience of development of SD strategy in Russia;

    • Methodical approaches to development of Kazakhstan Agenda: principles, tasks, indicators;

    • Problem of poverty reducing in SD context;

    • Participation of business in development of Kazakhstan Agenda: innovations and eco-efficiency;

    • Development of SD strategy: the Lithuanian experience;

    • Ecological indicators of sustainable development;

    • Questions of inter-sectoral cooperation in Kazakhstan Agenda for the XXI century and etc.

    During the Round Table the following problems were discussed:

    • National priority SD problems;

    • Purposes of Kazakhstan Agenda for the XXI century;

    • Basic directions of Kazakhstan Agenda for the XXI century realization.

    22.06.2004. An order of the Minister of Environmental Protection of the Republic of Kazakhstan ? 176-p about creation of working group on development of Kazakhstan Agenda for 21 century was issued Program of sustainable development of the Republic of Kazakhstan.

    Public Association "The Network of Experts for Sustainable Development of Central Asia" was appointed as the coordinator on development of the Program of SD of the RK.

    The working group (WG) organizes the collection and generalization of existing materials on the given subjects, provides process of development of the Concept and Structure of the Program of SD RK according to rules and priorities of the UN Millennium Declaration (New York, 2000), Declaration of the WSSD (Johannesburg, 2002), CSD - 12 (New York, 2004), Long-term Strategy of development of Kazakhstan till 2030 and Rule about Council on SD of the RK. In a course of jobs the realization of the analysis of the priority national programs in the field of economy, environmental and social sphere.

    The job of WG is organized in the form of sessions and electronic discussions:

    • The first session of working group was held on June 21 in Almaty, on which were developed the project of structure of the Program SD of the RK, the aims, tasks and priorities of the Program SD of the RK are determined.

    • The second session of the WG was held on June 28-29 in Astana, where the second project of structure of the Program SD of the RK and plan of job of WG was discussed.

    • The third session of WG was held on July 12 in Almaty in the Institute of Economy of Ministry of Education and Science of the RK, where the third project of structure of the Program SD of the RK and project of its conception was discussed.

    • The fourth session of WG was held on August 6 in Almaty in the RGE "Kazgidromet". At session the fifth project of structure of the Kazakhstan Agenda for 21 centuries - Program of SD of the RK was discussed. The Conception of the Program also was developed. At session the representatives WG and invited from the Ministry of Environmental Protection of the RK took part.

    On results of session have decided with the purposes of informing and advice from a public to lead of the last decade of August a Round table with participation of the representatives of Parliament, Government, NGO, business, international and national experts on sustainable development.



    November 2003

    On November 14-15 in Almaty (sanatorium Kargalinsky) the training-seminar Integration of sustainable development indicators into practice of national planning.

    The seminar was organized by support of the East-East Program of Soros Foundation Kazakhstan and UNEP Project Support system for decision-making in Central Asia .

    The purpose of seminar was the exchange of experience and strengthening of potential of the representatives of research and public organizations of Eastern Europe and CIS in the field of monitoring of sustainable development processes and definition of priority indicators of sustainable development for the transit countries.

    Seminar tasks were:

    • informing of a public on a course of implementation of the commitments of the WSSD in the countries of CIS and East Europe ;
    • exchange of experience in the field of development and introduction SDI at national and regional levels;
    • distribution of the Kazakhstan experience on formation and introduction of priority SDI in practice of national statistics

    Expected results of a seminar:

    • strengthening of potential of the participant of a training in the field of monitoring and processes of sustainable development.
    • informing of a public on process of implementation of the commitments of the WSSD at a national level.
    • distribution of ideas and knowledge of sustainable development in the RK, CA, CIS and East Europe.
    • formation of partnership for realization of the project on introduction of the list of priority indicators SD in the countries of the participants of a training

    The representatives of the international and not governmental organizations from the countries of Eastern Europe and CIS, including Central Asia , the Ministry of Environmental Protection of the RK, the Ministry of Economy and Budget Planning of the RK, Agency on Statistics of the RK and local NGO took part in a seminar.

    On September 25-26 in Almaty (UNDP Outreach-Center) the training-seminar "Organization of monitoring process of SD in Kazakhstan: Integration of indicators of SD into the practice of national statistics".

    The seminar was organized by Ministry of environment protection of ?E by support of UNDP, together with "Network of Experts for SD of CA" and Agency of RK on statistics, within the framework of the UNDP project "Strengthening of environment protection system for sustainable development".

    Seminar tasks were:

    • Acquaintance with the international information systems in area of SD;
    • Acquaintance with results of SDI testing in RK;
    • Development of account methodology of priority SDI for RK;
    • Discussion of methodology of account of priority SDI for RK: "Energy intensity of GDP", "Water intensity of GDP";
    • Development of the recommendations on integration of new parameters (forms of the statistical reporting) in practice of national statistics.

    Expected results of a seminar:

    • Distribution of knowledge about information systems in the field of sustainable development;
    • Development and use of methodology of account of priority SDI for RK ("Energy intensity of GDP, "Water intensity of GDP") in practice of national statistics.
    • Integration of priority SDI in practice of national statistics;
    • Integration of national statistics in the international information system for conducting uniform system of monitoring;
    • Perfection of monitoring of resource saving of the managing subjects;
    • Introduction of SD principles in practice of economic activity.

    The representatives of Parliament, Government, akimats, MEP, MEBP, MILR, MEMR, Agency of RK on statistics, enterprises, NGO and international organizations have taken part in a seminar.

    The purpose of a seminar - strengthening of potential of the experts of governmental and non-governmental organizations in the field of information systems for an estimation of dynamics of transition to sustainable development of the state.

    July 11-13 the employees of NESDCA (Bakhyt Yessekina, Sholpan Sapargali, Pavel Berg), Institute of Mining and UNDP (Aida Karazhanova) have made joint ascension on peak of Soviet (4200 m). The route of a campaign ran through Large Almaty lake, southern crest of peak of Soviet, valley of Large Almatinka river. At top of peak was established... a snowman!

    At June 11, 2003 NESDCA together with Institute of Economy MES RK and Agency on statistics of RK has carried out Workshop: " Mechanisms of integrating sustainable development indicators in decision making process".

    NESDCA experts in cooperation with Agency on statistics of RK, Ministry of Environment Protection RK, Ministry of Economy and Budget Planning RK, after studying the international experience of information systems in the field of sustainable development and analyzing national statistics, generated the list of sustainable development indicators. For their integration by project group together with Agency on statistics RK was carried out pilot survey of the enterprises with the purpose of approbation of system of indicators at a level of the enterprises, the software for processing results is developed also.

    At workshop with participation of the representatives of President Administration of RK, Ministry of Environment Protection RK, Agency on statistics of RK, CAREC, international organizations, Kazakhstan Business Association for sustainable development, public and scientific organizations were discussed opportunities of practical use of sustainable development indicators in practice of national statistics.

    During the Workshop the reports on themes "Sustainable development indicators for formation of system for decision making support in Central Asia", "Sustainable development indicators for Republic of Kazakhstan and their role in decision-making process", Testing of sustainable development indicators on enterprises", "Problems and ways of integration of SDI in economic activity practice" were presented.

    By results of Workshop the Protocol on cooperation on development of national information system in the field of steady development was signed.

    At May 19-23 the trip on 5th Paneuropean conference of environment ministers was held. B. Yessekina and Sh. Sapargali have taken part in work of side events devoted to problems of gender, water deficiency in the countries EECCA, in work of East Europe Ecoforum.

    March 2003

    In March 15-23, 2003 by the invitation of "Water Action Contest" exhibition organizers the travel in Kyoto (Japan) for participation in 3rd World Water Forum was held. The exhibition passed during Forum work, 150 organizations from all over world, winners of selection from 870 organizations, took part in it. Kazakhstan was represented by B. Yessekina and Sh. Sapargali. They prepared "Development of sustainable water use tools for Republic of Kazakhstan" poster, which has caused the interest of the Forum participants. Exhibition have visited by governmental and international organizations, including Kazakhstan delegation led by the Minister of Environment Protection A. Samakova. Except for organization of exhibition, B. Yessekina was the participant of separate sessions of Water Forum devoted to problems of use and preservation of water in Asia and Central Asia organized by UN and the Asian Development Bank, problems of water monitoring and modeling - UN, Ministry of environment of Japan, problems of public participation in development of water strategy - FAN and several others.

    The regional public association "The Network of Experts for Sustainable Development of Central Asia" (NESDCA) together with the Ministry of Industry and Trade of RK and National Academy of Sciences, within the framework of the Earth Council (Costa-Rika) and Center Eco-Accord (Russia) international project "Globalization, WTO and NIS: broadening dialogue for sustainable development" with Ford Foundation (USA) support, carried out the Round Table "Kazakhstans Accession to the WTO: consequences for sustainable development" on December 24 at 10 a.m. in Conference-Hall of Academy of Sciences

    The main goals of the Round Table was:

    The purposes of the Round Table were:

    • Informing a public on progress in negotiations process under the Kazakhstans accession to the WTO;
    • Discussion of the Report - Recommendations to Government of RK on reducing the probable negative consequences of the accession to global system of trade prepared by the members of the projects Working Group;
    • Presentation of the book "Kazakhstans Accession to the WTO: consequences for sustainable development", published with support of OSCE in RK and based on materials of the Working Group Report;
    • Development of the recommendations to Government of RK on reducing probable negative consequences of introduction to the global trade system.

    The Round Table included representatives of UNDP, World Bank, TACIS, OSCE, ITC (UNCTAD+WTO), Ministry of Industry and Trade of RK, Ministry of Economy and Budget Planning of RK, Ministry of Environment Protection of RK, Ministry of Agriculture of RK, Ministry of Education and Sciences of RK, Eurasian Industrial Association, Association of Employers of RK, Kazakhstan NGO Ecoforum, public and scientific organizations, mass-media. Before the meeting beginning each participant received information materials package including the Doha Declaration in Russian (informal translation of the Eco-Accord Centre), book "Kazakhstans accession to the WTO: consequences for sustainable development". Vice-Minister of the Industry and Trade Mr G. Orazbakov - one of the chiefs of national negotiations process - has opened RT work. He informed the participants on last 8th round of negotiation, holding December 10-12 in Geneva, and Kazakhstan position on this negotiation. The questions on terms of Kazakhstans accession to the WTO, on presence of system researches on institutes coordinating WTO process and etc were given. Then the participants of the project WG made the reports, in which the recommendations on use of WTO potential for countrys sustainable development, on prevention of possible negative consequences in such sectors of a national economy as an industry, agriculture, environment protection, investment sector, social sphere, protection of intellectual property have been made. The representative of Coordination Council of NGO Ecoforum Mr. S. Aknazarov announced the Statement to President, Parliament and Government of RK, accepted on 4th Ecoforum of Kazakhstans NGO. Upon termination of statements the broad discussion was held, in which the participants have stated the offers and recommendations for prevention of negative consequences from trade globalization, which were systematized and collected by the Network of Experts SD CA in the National Implementation Plan Kazakhstans Accession to the WTO are directed to Government of the country and will be addressed to the Prime-Minister of RK Mr. I. Tasmagambetov.

    According to the decision of seminar Joining of Kazakhstan to WTO: state and perspectives of development (August 06, 2002), working group for developing the recommendations on prevention of negative consequences from the introduction in WTO was created. The working group consist of:

    26.08-4.09 The representatives of NPA "Network of the Experts for SD of CA" Mrs. Bakhyt Yessekina and Mrs. Raushan Kanayeva took part in work of "WaterDome" - one of the largest measures of WSSD. The organization of "Water House" became possible due to the contribution of the international financial organizations (World Bank, Asian Bank of Development etc.), UN (DP, Habitat), EU, Governments of Britain, Canada, Germany, France, Holland, World Meteorological Organization, which offices have presented the pavilions devoted to problems of sustainable water use. The representatives of 42 public organizations and international projects, that have passed through competitive selection, had an opportunity to present results of the researches on water subjects in separate pavilion. From CIS in pavilion work 5 organizations participated: Transbaikalian Centre of Ecology and Economic Researches and Programs, Ecopress (Volgograd), MAMA-86 (Odessa), Ecological Society "Biotics" (Kishinev) and Network of the Experts for SD of CA (Kazakhstan).
    The prepared boost referred to as "Will be water in Central Asia in 21 century?". There the results of the projects of NESDCA, executed within the framework of the UNDP project "Development of Potential of Aral Sea Basin" for 1999-2000, project of TACIS-BISTRO "Formation of Information System in the Field of Sustainable Development", project of RSS of Soros Fund "Sustainable Development of Republic of Kazakhstan: assessment and perspectives", project of CAREC "Development of Sustainable Development Concept of Ili-Balkhash Basin", etc were submitted. Official opening of "Water House" was on August 28, on which had speech SAR ex-president HE Nelson Mandela and HM Prince Orange. During seven days in WH have passed presentations of the international organizations, both governmental, and non-governmental structures devoted to various aspects of effective water use.
    Among the most important presentations for the Central-Asian region it is possible to note "Water Initiative" of the European Union, which was widely discussed per days of WSSD work. Every day pavilion was visited by delegations and separate delegates of WSSD, which were interested in Aral and Balkhash problems.
    Besides work in "Water House" the representatives of "Network of the Experts" participated in work of: 1) Earth Council seminar (31.08-1.09, IUCN Centre), devoted to development of key elements for the national and regional plans of actions on integration of the ecological factor, in particular of measures of the Global Ecological Conventions, in the national economic and financial plans. As the pilot project was shown one, executed in Uganda in 1999-2001; 2) in meeting (02.09, Ubundu), devoted to presentation of the book "Strategy of Sustainable Development", prepared by the International Institute for Ecology and Development (Great Britain).

    August 10-14, 2002 Executive Director of NESDCA Bakhyt Yessekina and Sholpan Sapargali have passed tourist campaign on a route "Almaty - Big Almaty lake Ozyorny pass - Aksu pass Issyk-Kul lake". The campaign last 5 days. The group has visited on Big Almaty lake, has overcame Ozyorny pass, the mountain rivers, has visited lake Zhasylkol, has risen on a glacier, has overcome Aksu pass (4052 m) and under a rain has arrived on lake Issyk-Kul (Kyrgyzstan). The campaign participants have devoted it to the World Summit on Sustainable Development which is taking place in Johannesburg (SAR).

    August 6, 2002 in a Conference-Hall of Economic Researches Institute of MRT RK within the framework of the international project of the NIS countries Globalization and WTO the Round Table Joining of Kazakhstan to WTO: state and perspectives of development was held.

    On a Round table, where the representatives of UNDP, World Bank, TACIS, Ministry of Economy and Trade RK, Agency on Strategic Planning at the President RK, Ministry of Natural Resources and Environment Protection RK, Ministry of Agriculture RK, Ministry of Education and Sciences RK, Halyk Bank RK, Euroasian Industrial Association, public and scientific organizations participated, the process of the joining of Republic of Kazakhstan in the World Trade Organization was discussed.

    The special attention was given to questions globalization of trade in the concept of sustainable development. The participants of a Round table have familiarized with experience of the NIS countries participation in a global trade system, have discussed the basic stages of process of Kazakhstans integration in WTO, consequence of trade globalization for sustainable development of the country, questions of bank sector etc.

    Task of a Round table is informing a public on process of the introduction of Kazakhstan in WTO, development of the recommendations to Governmental Bodies on prevention of negative consequences of trade globalization for sustainable development of the country.

    Now the Kazakh experts of NESDCA with experts from CAREC are implementing the TACIS-BISTRO project Formation an information system in the field of sustainable development in Kazakhstan. The project object is to develop and test an informational system in the field of sustainable development on the basis of study of international experience and analysis of national statistic and to work out recommendations on its integration into the practice of national statistics.
    In the framework of project on 12-13.04 the training for representatives of the Agency on Statistics, Agency on strategic planning , Ministry of Natural Resources and Environmental Protection, Ministry of Economy, 15 Regions Committees on statistic and analysis with participation of International organization and NGO was carried out.
    The seminar participants have discussed the reports of the project experts on use of the international information systems in the field of sustainable development (SD) (World Bank, UN CSD, OECD, Eurostat, USA, Denmark, Russia and so on), on system of SD indicators for Kazakhstan Republic, familiarisation with the developed questionnaire and software for the enterprises pilot survey they accepted the decision:

    1. To approve the general list of sustainable development indicators for RK .
    2. To approve the list of sustainable development indicators, which are preferably recommended for the RK Governmental Programs .
    3. To ratify the plan of the enterprises pilot investigation with the purpose of approbation of SDI system.
    4. To ratify the questionnaire and instruction for the enterprises pilot survey.
    5. During one month to complete the software for the results processing of pilot investigation of enterprises and to transfer them to the Agency on Statistics of RK.
    6. Agency on Statistics should carry out the enterprises pilot investigation in all RK regions since May 2 till May 20, 2002.
    7. Agency on Statistics of RK should present the results of enterprises pilot investigations before June 10, 2002

    The importance and expediency of a work, spent within the project framework, as for forming of the sustainable development information system in Kazakhstan Republic, and for all Center-Asian Region was marked.

    The Round Table was hold in the Board Hall of Agency of RK on statistics at June 28, 2002 where have participated representatives of Ministry of natural resources and environmental protection of Republic of Kazakhstan , Agency of Republic of Kazahstan on statistics, Central Asian Regional Environmental Centre, TACIS, World Bank, National experts of Interstate Commission for Sustainable development from Republics of Tajikistan and Uzbekistan.
    The purpose of the Round Table was the discussion of practice use of sustainable development indicators (SDI) for assessment of socio-economic development sustainability. The results of the Programe TACIS-BISTRO Project Formation an information system in the field of sustainable development in the Republic of Kazakhstan developed by experts of The Network of Experts for Sustainable Development were underlied in the discussion.
    Project Coordinator Bakhyt Yessekina told about research methodology, Senior Expert Galiya Yessenova acquainted with results of SDI pilot survey for 100 enterprises, European Commission Senior Expert Pierre Dybman told about developed soft ware for SDI testing results processing. Project results were published in special brochure in Russian and English Sustainable Development Indicators for Republic of Kazakhstan (100 copies) and were cause of intense interest of participators, desire for delving into implemented research mechanism.
    Head of social, environment, gender statistics department of Agency of RK on statistics M.M.Amirkhanova spoke in closing of Round Table. She acquainted participators with Conclusion on the project of Mr. A.A. Smailov, Chairman of Agency of RK on statistics. In Conclusion particularly there are talked about proposed by project the priority indicators can be used for both regional and industry-specific statistical survey of companies from the perspective of sustainability and environmental safety ". There was underlined that the information obtained through the use of the mentioned indicators is comparable at the international level, representative, substantive and clearly reflects the activities of the companies in the area of resource saving and environmental protection and in this connection, priority indicators may be recommended to be introduced into the statistical supervision programe.

    14-16.06.2002 in Belgrad (Yugoslavia) was held the Second Assembly of noncommercial organizations (NCO) of Central Europe, postsoviet space and Turkey. Its motif was "Civil Society in Management of Development". The first Assembly passed in Vilnius in 2000, where was elected the first Working group, which tasks was the assistance to dialogue between NCO and the World Bank structures, the information distribution and participation in advices. The next Assembly was called under the initiative of the World Bank (WB), at participation of Serbia Government, Swiss Development Corporation (SDS), Dutch NCO "NOVIB", Germany (GTZ), Delegation of the European Union in Yugoslavia, Belgrad Centre of Noncommercial Sector Development. The selection of the Assembly participants passed on a competitive basis.
    In work of the Second Assembly of NCO took part Bakhyt Yessekina - Executive director of NESDCA. More than 200 representatives of NCO and NGO of Europe, NIS and Turkey took part in work of Assembly. The sessions usually opened by the key reports, and then the discussions proceeded in 8 small groups. During two days such subjects as "WB strategy of social development were discussed: the feedback from NCO of region UCA", "Progress of gender equality", "Public participation, monitoring and rating of the projects supported by WB", " Economy of knowledge and information technologies of a civil society" etc. I would like to tell about activity of 6-th group "The WB projects on management of natural resources and reconsideration of ecological norms", as its management was trusted to me. 33 representatives from NIS, Romania, Bulgaria, Turkey, Czechia and other countries took part in group. The discussions were preceded by performance of the WB representatives - M. Bromhead, L. Tak (Department of WB of Ecology and Sustainable Development). In the performances the participants marked a low degree of WB cooperation with NGO in realization of the ecological projects, weak awareness of a public on a role of WB in the solving of ecological problems, necessity of the special programs on strengthening potential of NGO etc. In results of group work the following recommendations of WB were formulated:

    • in purposes of a public awareness to publish the project documents in local languages;
    • for the ecological problems solving to give the soft credits and loans;
    • to provide the individual approach to the countries of subregion. The practice of application of the universal approach to subregions does not bring satisfactory results;
    • involving a public on early stages of the projects realization on the one level with state structures;
    • to announce the moratorium on the projects, harmful to ecosystems, biodiversity;
    • to develop the special programs on strengthening of NGO potential.

    The discussion process on the WB recommendations proceeds about this day and basically any NGO can send the offers till 18.07. on the address of the work group member - Liliana Proskuryakova l_proskouriakova@yahoo.com The main task, which was solved during all Assembly work: reconsideration of mechanisms of cooperation with a public and development of new directions for activization of WB activity in region. Within the framework of Assembly the Fair of Knowledge" was organized, on which it was possible to present results of the executed projects. From Kazakhstan 2 stands - from NESDCA and from Almaty Fund of Employment were prepared. I think that "Fair of Knowledge" has allowed not only to exchange experience, but also to present the organization. It is a pity, what not all participants have taken advantage of such perfect opportunity "to NGO advertising".
    In the conclusion of Assembly work the new Working group from 8 person was elected which the coming two years up to the following Assembly should provide cooperation of NGO with WB offices. It is necessary to note, that all members of WG work on the public beginnings. From Central Asia region was elected by the majority of votes Toktaiym Umetaliyeva-Director of NCO and NGO of Kyrgyzstan-ngo-kg@yandex.ru
